Mitigating the Impact of HR1: Four Policy Proposals to Preserve Coverage

A new analysis from the CSS health policy team presents a concrete set of policy recommendations that New York State lawmakers can enact now in response to major cuts to the eligibility and financing of health insurance for lawfully present immigrant and citizen New Yorkers. By adopting these measures now, New York can preserve coverage for 480,000 New Yorkers who would otherwise lose access when federal cuts to health care programs take effect in the coming months.

Take Action: Call NYS Legislators to protect access to health coverage

On July 4, 2025, President Trump signed H.R.1, also known as Congress’s “One Big Beautiful Bill Act” (OBBBA). New York State estimates that H.R.1 will threaten coverage for 1.5 million New Yorkers, citizens and immigrants alike.  

New York State needs to act NOW to ensure that 480,000 New Yorkers keep their health coverage!

Act now! Call Speaker Carl Heastie, Senate Leader Andrea Stewart-Cousins, and Governor Hochul and demand they protect immigrant New Yorkers’ access to the health coverage they already have during this month’s State budget negotiations.

Stripping New Yorkers of health care will only lead to a sicker and more unaffordable New York for everyone.
